PayCenter has operated as an electronic money institution since 2012, when it became the first such institution in Germany to be granted its own bank code by BaFin, the German financial regulator. The defining feature of PayCenter's model is that the account operates on a prepaid, or debit, basis. You load money onto the account before you spend it, and you can only spend what you have deposited. The Geschäftskonto from PayCenter comes with a Mastercard debit card included in the account. Because it is a debit card, every transaction is final once processed; there is no separate billing cycle or payment due date. Instead, PayCenter's funds are safeguarded under electronic money institution regulations, which require that client funds be held in segregated accounts at third-party banks and that these funds be protected against the electronic money institution's own insolvency. The safeguarding rules are strict, but they do not provide the same legal guarantee as the deposit scheme. If you deposit 100,000 euros into your PayCenter account, you are relying on the safeguarding regulations rather than the bank deposit guarantee.
The account includes an option to convert it to a P-Konto, or seizure-protected account, if you need garnishment protection.
